Issues with batch processing and some APIs

Resolved All systems are back to normal. There are no actions to be taken by the senders, all files in the batch service are being processed and the affected API are back to normal status.

Inconsistent user matching between 24/5 and 3/6

Resolved Between 2022-05-24 and 2022-06-03 our matching may have been inconsistent due to some of the users who rejected a tenant being included in the matching. In case an attempt was made to send content to these users, a 40105 answers would be delivered via API or a "POSTAL" answers delivered via the batch system. The issue is now solved so matching is working as expected since 8:30 today 3/6.
